Brian Williams is a lifetime Morgan County resident. He is the son of Barry Glen Williams and Patsy Williams (Kemp) of Morgantown, Indiana. Brian graduated in 1987 from Martinsville Tabernacle Christian School. In 1991 he received his Bachelor's Degree from Franklin College, after studying there and at Harlaxton, England.

He is a 1994 graduate of the Indiana University School of Law, and a past clerk for Morgan County's Circuit and Superior Courts. Once admitted to the Bar, he established an office in Martinsville, Indiana.

Brian has also been a volunteer coach for the Martinsville Vipers soccer club and Barbara B. Jordan YMCA soccer. Brian has been a Fall Foliage Volunteer, and participates in the Green Township School Men's Club.

Brian is also a board member for Coordinated Aging Services of Morgan County (CASMC) which provides Morgan County's elderly residents with services and service referrals. Brian is past Secretary and current Treasurer for the Morgan County Bar Association. He is a member of the Indiana State Bar Association, and serves as Morgan County's Delegate.
